The angel tells Zechariah that many would rejoice because John would be great before the Lord. He fulfilled prophecy and his message was the good news of the Lamb of God taking away sin. He did this in the power of the Holy Spirit who must enable us in all we do. John would turn many to the Lord but calling them to repent from their sin.
