He puts it negatively, saying he was not ashamed, perhaps anticipating that some believers are tempted to be ashamed. Paul knew the message was what people needed; the power of God for salvation. People reject it because they don’t feel their need. They want to be happy, free from depression, etc., but only Christ can deliver from the power of sin.
