Having prophesied judgement against Judah and Jerusalem, Zephaniah turns to the surrounding nations who taunted and exalted themselves against God. They would become grazing land for Judah after the restoration from Babylon. Bible prophecies also have a greater fulfilment in view; the nation of Israel has again returned to the land and God holds out salvation to them. He will have a people for Himself from all nations.
