Turning from building a monument to himself, Saul blames the people for failing to completely destroy the Amalekites as commanded. God regrets making him king but God is said not to have regrets. There is nothing that takes God by surprise but He still felt the sadness of it. When we sin it brings God sorrow. He delights in His people’s good works.
