God is not finished with Israel because He made promises to the patriarchs and God is faithful. Paul has a pastoral concern here. The gentiles might doubt God’s promises by looking at the condition of Israel. They have misunderstood if they think God is finished with Israel. The conditions exist for them to be saved. In His mercy God saves some. He saves us from what we deserve.
